ESTABLISING COMMAND AND
ACCOUNTABILITY AT A T.R.T. INCIDENT

SCOPE:
This policy shall apply to the members of the TRT. It is understood that this procedure is only
for the initial response and arrival of the TRT to an incident. It is also to be understood that the TRT is
a resource available to Command and we are to function in a support role when
we arrive on the incident.
PURPOSE:
- To
give the TRT command a guideline to follow for establishing initial
command and accountability.
- To
establish accountability of TRT members as they arrive on the scene.
- To
identify members of the TRT
DEFINITIONS:
- TRT –
Technical Rescue Team of Luzerne County
- Hot
Zone – The area immediately around the incident. Size of the hot zone will be e3stablished by Command
- Warm
Zone – The area outside of the hot zone.
Size of the warm zone will be established by Command.
- Cold
Zone – The area outside of the warm zone.
- Command
– The person of the municipality where the incident occurred who is
responsible for emergency services.
- Level
1 Staging – This level of staging is near the area of the incident and
personnel and equipment are being committed to the incident. The location of this staging area will
be determined by Command.
- Level
2 Staging – This level of staging will be away from the site of the
incident. It is understood that
personnel and equipment in this level of staging are committed to the
incident. They are not actively
participating in the incident and are in a reserve in the event the
incident escalates.
- TRT
Unit Officer - A responding TRT member who is trained to the technician
level for the type of incident the TRT is responding to. In the event this person is only
trained to the operations level they will continue with following the
guidelines set forth until command can be passed to TRT member with the
Technician level training.
GENERAL INFORMATION:
All TRT members will be issued accountability cards. These cards will be used for initial
identification of the member along with their training levels. Training levels will be identified on the
cards by:

Awarness
O-
Operations
T-
Technician
S -
Specialist
All TRT initial response communications will take place on
Luzerne County Fire and Ambulance frequency.
Upon TRT’s arrival to an incident we will follow under the
operations sector of command
ESTABLISHMENT AND INITIAL RESPONSIBILITIES OF TRT COMMAND
- The
first TRT Unit Officer to arrive at the incident will report directly to
command.
- They will inform command that they are
the representative of the TRT and will advise command of our capabilities
and needs for the incident.
- They will identify themselves as TRT
Command. (Operations Command)
- Designate
a TRT Staging/Accountability Officer
- TRT
Command along with Command will establish a Level 1 and Level 2 Staging
area
- TRT
Command along with Command will decide, upon reviewing the incident,
which equipment and personnel are to be designated Level 1 staging or
Level 2 staging. Command will
relay this information to all incoming TRT Units.
- Designate
a TRT Safety Officer
- TRT
Command along with Command will establish Hot, Warm, and Cold zones for
the incident.
TRT SAFETY OFFICER’S INITIAL RESPONSIBILITIES
- This
officer should be trained to the Technician level for the type of incident
we are involved in.
- This
officer will work with an officer from the municipality in which the
incident is taking place
- This
officer will assist in establishing the work zones.
- This
officer will be responsible for overall safety of the operations level of
the incident.
TRT STAGING/ACCOUNTABILITY OFFICER RESPONSIBILITIES
- This
officer should be trained to the Technician level for the type of incident
we are involved in.
- This
officer will work with an officer from the municipality in which the
incident is taking place
- This
officer will be responsible for recording all TRT personnel arriving onto
the scene and location of all staged units along with location and time of
deployment of TRT personnel.
- This
officer will be responsible for forming teams and deploying personnel as
per Command or TRT/command.
TRT MEMBERS INITIAL RESPOSIBILITIES
- Report
to staging level as directed by Command.
- Upon
arrival to Level 1 Staging report to TRT Staging/Accountability Officer
- Your
accountability card will be handed in after you are assigned to a team
- Team
leaders must report all locations of personnel as they change to the TRT
